If the tank is empty, install a built in check valve

I used two cheap pumps from Harbor Freight so I didn't want to go down that route again. I looked at "Reviews of pumps for pumping water 1/2 l". my rainwater tanks around the house to my large garden tank as that is where most of my watering needs are, and then running oscillating sprinkler and drip irrigation systems from time to time. The only problem I had was that it didn't make a flat sound when it first plugged in, it made a sort of swirling sound. I checked the tank cock and heard a gurgling noise so I thought maybe I should put a check valve between the tank and the pump. At the time my tank was almost full and you would think that 1320 gallons of water would build up enough pressure that there would be no back flow. I went to my local hardware store and found a check valve and put it on the suction side of the pump. Problem solved. It now ran with a gentle noise and the oscillating sprinkler worked well. It also works great with drip lines, even though they have a 25psi regulator. I hook it up to drip lines with a very long hose so hopefully the pressure drops a bit. So far, so good. Appears to be tightly built. You will be surprised how difficult it is. I'll be pumping water into the garden from another tank soon, so we'll see how fast it pumps.
