Faulty unit - DC output short circuit

I bought this unit in 2017 as a backup. I never opened the box until I needed a backup power supply a few weeks ago. I moved the Kenwood TM-V71A's power connector from my Jetstream PS to this one and turned it on. The fuse blew immediately. The fuse holder is very difficult to remove and there are no instructions on how to replace the fuse. I figured I would definitely damage it by deleting it. I replaced the fuse with the spare fuse that came in the box and turned on the power supply with nothing plugged into it. The fuse has blown again. I've run out of spare fuses and there's obviously something wrong with this power supply. The DC outputs are shorted with less than 1 ohm between the positive and negative terminals. It's my fault for not testing this machine for 2 years. Still not happy with a dead device.
