Wrong size of bolt holes, inaccurate tolerances
Bolt holes are too big, some even bigger. Some thru holes can't use next size stick bolts and spins (loose tolerances from the drum manufacturer. If you're buying these for your Suzuki buddy, just go to your local auto shop.
