Do not expand Bad comfort? Is the mod of good quality?

I bought these pillows for 18x18 covers after looking at the Revain selection. I have seen many reviews on this and other pillows saying going one size up would fill the pillows completely? Aren't they, as mentioned, never inflated? I have to choose one of the others.
