Fabric sticks easily to fill lumps

Bought this because of the pattern and color. Of course it is cheap, but even a cheap product can be of decent quality. The fabric is polyester, which is good. But it sticks poorly - in winter the hands are dry, the fabric catches and rolls. I have never seen a fabric that is so prone to snags. Also, I think the filler is something like polyester batting because it sits in a lump. I would think twice about buying it unless it's for decoration.
