The cotton that makes up the skirt is very soft and luxurious to the touch. I don't think the part that covers the platform of the bed is cotton. It looks like some kind of polyester. Not that I care what fabric the invisible part is made of. This dusting ruffle is a custom style, which means it has pleats that make it more personal. There are no frills. This is a very nice smooth look. Please make sure you have received the correct bed bumper before ordering. This bed is 12 inches high which is a bit small for my bed but at least I won't step on it. It is very wrinkled and needs a lot of ironing or maybe washing and a quick tumble dryer to remove. immediately after drying. Putting on such a window sill is not easy.
