I was curious as to why this was happening so I opened up the fan and found that the twisting motion was rubbing the wires that powered the fan against the plastic until the wires wore out. That thing could easily catch fire.

Completely broken, rattling, jingling pieces fall out. The fan inside was completely loose, dangling from broken plastic pieces that fell out through the grille when opened.
