My wife and I bought it and when we got the instructions there was a note on the front saying that when packing, 4 mounting tubes slipped into 4 other tubes to save space. The fact that this note accompanies the official instructions tells me that this tube-in-tube packaging was not the original packaging for this item and was probably started by the manufacturer to save pennies on the cost. Based on reviews from others and looking at many different hangers I decided on this one and am very pleased so far. The box the rack came in was boxed in an outer carton so it arrived in perfect condition. It took me less than 10 minutes to assemble. I found the instructions very clear. A screwdriver is required to attach the two clips to the bottom bar. If you don't want to fold the frame, you don't need clips.
