Perfectly beating the competition

I have a nice GE Profile C handheld lamp which ballast died after about 6 months of use. As this is a bulky item shipping under warranty was not worth it and I would have gotten a replacement rather than a repair which I am the sentimental type. Anyway, it hung around for a few years while my mom regularly told me to throw it out. Eventually I attempted to replace the ballast by contacting GE who said only the bulb could be replaced. shhh As if. I then sawed through the ballast to fix it, but it was just as obscure (pun intended!) as members of the Veteran Electronics Forum have pointed out. So I cut the wires and installed a new "Energy Saving Super Mini" ballast for 38W 2D incandescent bulbs. I was happy about my success and soon realized with disappointment that the ballast was making a shrill whistle. My attempts to ignore it only made my ears feel like they were being flung with safety pins. And then I got this ballast. Success! The lamp is on, but there is no beep. There's a bit of a whistling on start up for about 30 seconds which I can hear if I put my ear directly to the lampshade but I don't hear it from a distance and it goes away pretty quickly anyway, as I said. It's also reasonably priced; A lot of the GE 38W 2D ballasts I saw online were quite expensive. I should mention that the circline connector it plugs into is suitable for 2D lights, but doesn't snap; So I had to rewire it to connect the real 2D lamp connector.
