Why do people sell NON-WORKING things?

I bought the first one about two weeks ago and have been waiting for it to arrive so I can start testing my project. The product arrived and I opened it. The smell of burned electronics filled my nostrils. I immediately requested an exchange. The second item will arrive in a few days. I opened it and it smelled the same. Does what it's supposed to do

I work on many different Arduino projects and often need to test many different components. This allows me to set the correct voltage for the components under test and limit the current in the event of a short circuit.
