Bait and replacement? - HVAC

Merv 14? My second order of these filters was noticeably different from the first, which begs the question, was it a bait and a lead? The 1st order filters, as shown in the comparison photo, had a carbon filter on one side, the 2nd batch did not. I would appreciate an answer/explanation from the seller.
