My daughter is 19 months and still wears size 3 shoes. (And 3 is still too big) Size 3 is very hard to find unless it's a cot. Josmo was one of the few brands that was as small as I could find.

Cute shoes! The velcro on the shoes is amazing and held up to my daughter trying to take off her shoes as soon as I put them on. They go great with any of their church dresses or boutiques. I wish the soles of the shoes were a bit thicker but overall they are great!
