I received this item new and it arrived brand new and in great condition. The handles are very strong. In general, a whole piece. The paint is very "bleached" and quite streaky as stated in the description, but that's just the look - you just have to know what you're getting! See product photos. It should be noted that the inside dimensions of the tray are slightly smaller than the outside dimensions. Be sure to measure whether this is important to you.
