Disappointed best in my rating

This monitor appears to be used. I bought the exact same one from Best Buy in January and just got a second one here. The power cord is shorted right out of the box. There was a return label on the box which leads me to believe it was a return, not to mention the white paint on the defective power cord. I like the one I bought from Best Buy, hopefully HP can fix this issue as soon as possible.
