I bought 11c for my toddler who wears 10c. They fit him perfectly so I would definitely go up a size (maybe even two sizes). In addition, the strap does not loosen to put on shoes. Every time I help him put on or take off his shoes, I have to pull the strap manually. My son also needed a roomy fit and has a high arch or instep so I was expecting it not to fit perfectly. Hope this helps someone.
