Note that the cord is a standard 100 foot ground wire and there is no apparent reason to believe it has a unique low friction plastic coating. It will not work well under any circumstances except for minimal use (i.e. I wouldn't spend money on it in a real workshop). A rubberized roller wheel should probably have ribs that are perpendicular to the current design (i.e. more like the look of a paddle wheel) to increase friction, rather than running parallel to the direction of the cable. Edit: I removed the spool wheel and washed it with soapy water and it now tends to run with some slippage so am correcting my review. up to 2 stars.
