Bright but blinking/flashing when dome light is manually activated

This light works great in my 2002 Durango dome when the car door is open. The light is bright and does not flicker. But when the dome light is activated manually, the light creates an intense strobe/flashing effect. It's a quick, pulsing on/off that doesn't go away. I've tried flipping the bulb in the socket and trying another bulb in the box but there is a pulsing/flashing/strobing effect. Again, it works great as a light when the car doors are open, even dimming as intended a minute after the door is closed. It only flashes when the interior light is pressed to turn it on manually.
