Too tight even for a small head.
I'm getting pads so tight again that I'm getting a headache. I have a small head so it's difficult to find hats that are small enough or a good selection of small size wigs. And yet manufacturers rarely make their headbands elastic enough to fit my small head. I can't imagine how pathetic that must be for a woman with an average head size.
