This causes a portable hard drive not to be recognized when connected to a USB 3.0 port. While troubleshooting I was wondering if it was USB 3.0 related and tried plugging it in so the 2.0 pins were the only ones touching initially. The computers then recognized the hard drive. works fine in ports 2.0. With 3.0 ports I had to let it see at 2.0 and then plug the connector all the way in. After that it seems to run at 3.0 speeds. (Edit: 7/1/19: Seems to be 2.0 speed. Thought what I saw was too fast for 2.0 but I think I underestimated it. Tested on port 2.0, same speed. So detection on port 3.0 is there maybe not speed 3.0 maybe my hard drive is broken) It must be a problem with the cables as the other one worked fine. It could be a length issue as they are too long for their design or something. The cable part is solid but I suspect the connector will fail over time. It looks like it has too many pieces and might fall apart. this. The part pictured will likely fall apart. Usually this part is solid. No leather, but with velcro.
