My daughter is 30 inches tall and weighs 23 pounds, normally wears size 18 months. I purchased the '18-24 months' size and it fit well. (I washed it before she wore it.) It is slightly cinched at the waist, but nothing too tight. The 'off the shoulder design' isnt really my thing so I never pulled it down, but it slipped off her shoulder maybe once or twice. The seller's picture led me to believe the leg openings were elastic but really they were not. Other than that, cute outfit- received tons of compliments. Washed it again, still held together, so she will wear again.
