Yes, it is a complete set with many items and it is cheap. It's very cheap. There are not enough pins in the paring board and fewer than other companies that sell the board separately in good quality and tools. Paper becomes junk once you try Quilled Creations, Little Circles, etc. paper strips. This paper tears easily under pressure or tight ruffles. Do yourself a favor and buy a few good quality tools on a regular basis if needed. They are inexpensive and you will soon have everything you need. It's a cheap and fun hobby if you have the right materials.
