It did not help with hand and power tools

Today I tried for the first time to tighten 4 front sprocket cover bolts on a Triumph motorcycle. I took them off with another tool just a few minutes earlier so I had a good idea of how tight they were (torque 9Nm). When reassembling it was attempted to be tightened with this new torque wrench and it has never loosened, clicked or otherwise indicated reaching let alone exceeding 9Nm. When I checked with the same tool I originally used to remove them, it was obvious that they were now much tighter than before. I've solved them all and done them by hand and I'm sure they're closer to spec now than they were after using this key. I have already sent it to UPS for a refund. I will also note that when I received the wrench it was loose in a plastic case that came in a padded envelope. The key turned out to be a little dirty for a new item. Fingerprints etc. No obvious damage or wear but I wonder if it has ever been returned before. If it worked, who cares, it's a tool. Of course I can't know, but when it didn't work I thought again. For what it is, this item is relatively expensive. Not working is another insult to injury.
