I didn't stay while the dog was unattended

I live on a huge country estate on the Oregon coast. From November to March we rain an average of an inch a day and it's usually windy. My dog has a very short and fine coat and is always cold when it's not over 70 degrees. In summer she likes to explore the streets alone all day, but in winter she drives me crazy indoors with extra energy because she doesn't want to go outside when it's wet/windy/chilly. . I bought her a pair of dog sweaters for $70 that were supposed to be waterproof, but they weren't. So I bought her this raincoat to wear in her sweaters, thinking it was the ultimate solution, full coverage in a slick, non-breathable material. The problem is that the velcro is very weak, just a very thin strip of velcro that won't stand up to the street stroking of an active dog like mine. Within five minutes of being outside in that coat, one leg fell completely out of the coat, half of the long Velcro on the bodice had come undone, and she was dragging most of the coat through a muddy puddle. I would happily pay over $100 for a really durable and waterproof dog raincoat with waterproof zippers instead of that cheap velcro, but to my knowledge nobody sells such a product anywhere. It's probably a great coat for city dwellers who walk their dogs on a leash and keep an eye on them at all times, but it just didn't hold up for a country dog like mine who often walks alone.
