I'm a 34DD and ordered the large which surprisingly fits and has good support. The reason I went back was because the pads on each side were quite small and when worn you could see the round shape of the pads through the material on each breast. Personally, I would be uncomfortable removing the padding and just using the thin swimsuit material for support.
