I ordered size 3 for my grandniece who is 2 years old. She is an average of 2 years old but I knew she would love it and want to wear it for as long as possible. Size 3 is not too big, just fits a little longer, not too loose on the shoulders, suits her well, has room to grow. Also, I didn't know if it would shrink in the first wash.
