Lid does not stay closed in wind

We installed this to make it easier for our large dogs to get in and out (the module it replaced had a solid valve and stayed closed regardless of the wind). The size is large, but the valve is flexible so it rotates in the slightest wind and the magnets aren't strong enough to keep it in place. On colder days we had to put a heater next to the door to warm the air as it comes in as it opens a few inches at the bottom.
