Not safe for cats

This material must have been defective. He's only two weeks old and torn, frayed, and my kittens choke on frayed bits. This is not a cat-friendly facility, in fact there can be a choking hazard and it is very unsafe. I paid a lot of money for this item and am totally disappointed and dissatisfied. Please help! Photos are attached in the places provided above.
