not recognized as Bluetooth or connected to USB. Scrap

I received a poor quality old micro USB connection today, it's almost impossible to connect. Not recognized by Bluetooth or USB at all. The keyboard does not light up at all. Instructions in Chinese only. The mouse is not recognized by Bluetooth or USB. Only one USB cable is included, but do you need USB to charge both devices? There's no documentation on wireless charging, which should be.
