After reading the reviews AND measuring my girls feet we settled on 6-12 mos and they barely fit in like the toes were all on the end and tight. These are very cute and perfect walking shoes. They have a soft sole but I think they are great for the house. We're going back and increasing the sizes to 12-18 so we can use them in the summer. My girls are currently comfortably wearing a size 3 Converse for reference. Hopefully 12-18 is a little more.
