Poor quality and fluffy balls all over

Made from cheap fleece that falls off leaving fluffy balls all over, even after washing. He tosses and leaves a white fuzz on everything he touches, including the baby. I wonder how much fuzz has been swallowed since babies put everything in their mouths.
