It shocks when it barely whines

So I thought that it should only shock when the dog barks and barks several times. We did a hike. My corgi barks when she sees dogs so she wore a collar. She barely whimpered (not loudly) and cried out in shock, then was electrocuted again. It circled, screech, shock, screech, shock until I took it off. He's overly sensitive, especially when he says he only works when he barks. I expect more from an $85 collar. Send it back and try another one.
