I bought this new - no returns. Luckily, I noticed a bit of brown on the shredded paper insert and then took a close look before using it. These were used. The brown stain was blood. There was a nail in the suitcase, shavings on the metal where it was used... Hepatitis C lives on surfaces for 30 days. This is a security risk. If it was listed as a return/used item, buyers could choose to buy it and disinfect it at home. If I purchase an item that is intended for purposes such as trimming nails/cuticles/skin I will assume that it has not been used. This is unacceptable.
