One was fine. The other is very bad. Both very dirty

Are these used? They were both very dirty. No factory dust. Dirt. Real dirt. One was fine too. The other is EXTREMELY deformed, one side is sticking out and cannot be used in my electric scooter tire. I believe this is what internal chambers look like when they have a weak area that will eventually rupture. I'll add a photo later.
