My chihuahua is tiny and wears an XS and it's too tight for him. He has gained some weight, but everything else in size XS still fits him. I would order S if your dog is XS. I ordered L for my pug but he is still on the way. I'll let you know later when she tries it on and she's L. UPDATE: 1/1/2017 Just received size L and it fits well. 5 STARS for size L. I bought two CAMO XS and one CAMO L and one PINK BOW L. I kept two L and returned two XS. I will order size S because I really like the vests.
