Cheaply made, inefficient

I knew it wasn't full room AC, but figured it would at least cool the small bathroom I needed it for. This basically just cools your face as long as it's within 3ft and blowing directly at you. It looks very cheap and also feels like it's just a child's toy. Even after you fill the small tank with water, the water will spill out no matter how careful you are trying to move it anywhere.
