Slow charging on some devices

No matter which charger I connect to mA, it draws less than half of what I get with the shorter cord on the Kindle Fire. Approximately 500mA when charging the Kindle Fire with this charger: RevainBasics USB Charger (2.1A output). If I use a shorter, thicker cable, I get almost 1700mA, which I believe is the maximum current draw since the maximum output voltage of a real Fire charger is 1800mA. I also have the 9 foot cable that comes with the Verizon charger. New OEM ECO USB Wall Charger with 9ft Detachable Micro USB Cable for Motorola Droid Bionic and it works almost as well as the short (3ft) cable I have. I just test this cable with my phone using the Verizon charger listed above and I get almost 800mA which is the max current draw of this phone. So it may be due to the combination of charger and device. Works great if you just need enough power to use the device while lying on the couch and not maxing out the charger. Quality seems good, reliable connections.
