Disappointed: some screws rusted quickly.

I was very pleased with this bolt kit as the previous owner of my ZX6R installed many mismatched and incorrect bolts on the fairing. This kit was packaged in several separate bags with an ID number for each screw that matched the schematic sheet included in the kit. It is easy to determine which one fits the bike. I got a new windshield so these were the first screws I installed. Six for my bike. There were some extras included in the kit which was nice. Bolts had washers and rubber expansion nuts, no need to reuse old equipment. Installing the windshield only took a few minutes. I haven't added any other studs or screws to the fairing yet as I will be doing some minor repairs to the plastic before using. So it's been a week since I installed the windshield screws. They held the new windshield. I drove twice to work (73 miles one way) and around town. Basically the bike sat in my locked garage all day and night due to covid working from home. Screw problem: Screws rust very badly. I live in suburban Sacramento, California where the weather is hot (between 90 and 112 degrees Fahrenheit last week) and very dry these summer days. The weather at work was in the 90's with the bike parked in the sun. Work is underway near Fairfield, near the east end of San Francisco Bay. I'm very surprised to see so much rust in a week in totally dry conditions and with only two 8 hour exposures to potentially corrosive salt air. These screws, although the seller claims they are passivated, will show rust like normal low grade stainless steel or a plain steel alloy. I am very familiar with the passivation of stainless steel bolts, having worked in the quality control department of an aerospace company that manufactures parts (including bolts) for military applications. If they were subjected to a passivation process, that would be insufficient. There is too much free iron on the screw surface. I am curious about the quality of the remaining fairing screws that I have yet to install. I wonder if the seller's quality claims are correct?
