Very small for clothes

My long skinny baby is still wearing newborn clothes and badly needs pants that fit around her waist, none of her 0-3 month old pants fit, they fall out immediately so have I ordered her newborn based on reviews. I don't know whose newborn they would fit if they didn't fit my baby who didn't even weigh 7lbs. when I bought them! I traded in for a size 0-3 months and although they are quite snug they won't even last until she is 2 months I bet!
