Trouser cut unusual

The jacket fits perfectly, but the pants have an odd fit. They fit in the legs but are very large in the waist. My son is very skinny so a slim fit usually works, but he needs to be at least 4 inches larger at the waist to keep them from falling off. If his waist was much bigger, they wouldn't have fit in his legs.
