If pants are usually too big for you, I would choose smaller. I chose 24-26" as I have a 25" waist and it's barely too big, which doesn't really matter to me as I can only sew it up a bit. The material is great! They come with shorts which I LOVE. The shorts are made of very thin material and do not interfere with the fit of the skirt. I bought this skirt for my Halloween costume I'm going to be a pig and it's the perfect shade of pink to match my shoes :)
