Fasten the buckles so the buckles don't break

I needed a chest strap for my external frame pack (personal preference). It's a lot easier than ordering brand new shoulder straps that might not fit in my old backpack. Because of the tension created between the two shoulder straps, it is not necessary to sew/glue them in the same place when attaching them. They slide to the bottom of your straps when not in use, but that's easy; Pick them up again if needed when your backpack is back on!
