Cheap for a reason.
Updated to the latest BIOS. I don't know what the problem is, but the RAM refuses to work at the right speed, the PC restarts 4-5 times before being notified that the CMOS has been cleared, and then defaults to the settings already set Originally. Everything is fine after booting, but you get a boot before you have to start the process of rebooting and automatically clearing the CMOS.
