The fan spins (or can stay in one position) and has a timer. I find that a low fan speed is sufficient most of the time when I have it on. Fan noise is not untypical or any other fan. There's a great backlit display to make the controls easier to see at night. It lights up brightly when you adjust it and dims after about 30 seconds. I like that the display shows the room temperature, although I find it to be about 4 degrees too high (compared to my wall thermostat). The only weakness is that I can't figure out how to get the turret to lock securely in the base. Whenever I take it to rotate (to get to the opposite side of the room, beyond its ability to rotate), the turret lifts off the base. There were no screws to hold it together.
