Before installing, take a close look at how the device is attached to the rod that holds it. I don't think I've come across a similar swivel mount and while it's light and simple, it takes a bit of getting used to. Until you've installed a few, try taking the bar off and learning how to "spin" just right. Once you have 2 or 3 installed it becomes extremely easy. I recommend that if you are not using the center hole for the "threaded lamp tube" you should try to orient it so that current flows through this hole to avoid problems where it could interfere with the flush mount since this light almost airtight adheres to the wall or ceiling without making any mistakes. Always follow the enclosed instructions.
