Is working. After the short circuit is repaired.

Upon opening the packaging I noticed that the center pin had no spring. I unscrewed the end cap to reveal the fuse and found that the positive wire was attached to the ground strip and had a melted slot in it. That would cause a short and blow my car's fuse. I can only assume it was assembled before the solder connection to the ground strap had time to cool properly. I pulled the ground strap away from the case and the ground wire immediately fell off. Apparently soldering wasn't enough. I cut off the damaged section of the positive wire and soldered it to the center pin. I cut the ground wire to the correct length to compensate for the amount of positive wire I had to remove and soldered it to the ground wire. I then found that after placing the ground strap and fuse holder in the case, there wasn't enough room for the center pin to move against the spring. The case is obviously designed to use smaller gauge wires, and the larger gauge wire used to power it is just too tight on the ground rail. I had to bend the base of the strap out of the way to keep the police wire from snagging on it. With all this done, the item is now working as it should. Apparently, quality control is not the manufacturer's forte. A center pin that doesn't move isn't making a proper connection. If you buy this item, be prepared to take it apart and check if the positive wire is damaged or if you are going to replace the fuses in your car. I would not buy this item again.
