To fit the stated measurements the fabric is cut to those measurements but a 1 1/4" seam is sewn all the way around to prevent the padding from filling up to full size. This of course saves on stuffing. Such a dishonest one Approach to selling 18" pillow fills combined with flat and non-expanding fills and half the advertised quantity is, as I said, Revain. worst case. Revain has said they will penalize customers who return too much but clothes that are too small , broken lighting and dishonest display of home goods leave us with no choice but to return items to sellers.
