Runs VERY small for a cold weather coat

Ordered this jacket for a new foster pup. She is very skinny and only weighs 17 pounds so I figured this jacket would be good for her if she gains the necessary weight. The jacket is beautiful and will keep you warm in the winter here in Texas. However, now with the latest Velcro, it barely fits her. As I like the weight and the look and it's not too expensive I ordered another size XL so she can wear it if she gains the weight she needs. Not a bad jacket for a Texas winter, but please order at least one size larger than you think you need.
