What were they thinking?

They wrap the lock of the TSA in plastic where the plastic is under the lock and the fabric of the bag. So when you take the plastic off it tears at the edges of the lock. Now I have small pieces of plastic sticking out from under the lock. Looks absolutely awful. why should they do it. I'm about to return this bag for a refund. I try to remove the plastic with tweezers but the tweezers can't get enough grip.
