Smaller than advertised

Product is not as advertised 3.1" x 4.1" x 21" but 3.1" H x 3" D x 21" ". And at 3 inches deep, aside from a 1/2 inch thick backing and a fairly beefy hem, that leaves only 2 inches of usable shelf space, which is insufficient for my intended use as a bathroom shelf for small items. I would say it is to be used as a picture shelf only. My nitpick is the wrong size.
