WON'T FLOAT Best on Balloons

This balloon burst as soon as we tried to inflate it (wasn't full), everything inside stuck together and I think the pressure burst trying to push the air. We sealed the holes. But the main complaint I had was that IT WILL NOT EVEN levitate when inflated with helium air. All in all I spent $6 on a real balloon and $20 on a helium balloon to inflate so the balloon doesn't even float. Extremely dissatisfied!
